Federal law provides advocacy organizations with a variety of tools for shaping environmental policy—including the ability to (1) petition agencies for new regulations, (2) comment on proposed regulations, (3) challenge (or intervene to defend) newly finalized regulations, and (4) independently enforce regulations. Through a series of case studies, this seminar will introduce students to the legal frameworks that govern these activities. The course will also help students develop the administrative lawyering skills needed to engage in effective advocacy themselves.
